INDUSTRY REGULATORY UPDATES

PHMSA Proposes Hazmat Registration Fee Increases

Date: May 24, 2024 | Source: PHMSA The Pipeline and Hazardous Materials Safety Administration (PHMSA) has proposed a rule to increase annual registration fees for shippers and carriers of hazardous materials.

Key Changes

  • Small Business/Non-Profit Fee Increase: From $250 to $375 annually. Large Business Fee Increase: From $2,575 to $3,000 annually (capped at $3,000).

  • Reason for Increase: The adjustments are necessary to fund PHMSA’s Hazardous Materials Emergency Preparedness grants program, as mandated by the Infrastructure Investment and Jobs Act, raising the revenue cap from $28.3 million to $46.8 million per year.


Additional Proposals

  • Electronic-Only Payment: Transition to an electronic-only registration fee payment process.

  • Registration Certificate: Clarification that certificates of registration can be carried in electronic or paper form for motor carriers and vessel transporters.
